I don't know, in a lot of ways her actions kept inadvertently exposing what the DS and globalists were doing. I think she was stuck in her position and would die if she openly rebelled against the DS (just like her father), so she kept things under the table. But over the years, she has left so many clues and breadcrumbs that have led to revelations, I have a vary hard time believing it wasn't intentional.

Her hands were not always clean, but I think her heart was in the right place. Maybe a gray (grey?) hat if that's a thing.
