Meaningless. A gamble to allow whoever made the flags to profit by being ready with product in hand right away for when the inevitable eventually came to be. If she died next year instead, they would have eaten the loss, printed a 2023 flag, and still come out ahead as idiots pay £10 for a flag that costs $0.20 to make.
