No, no it isn't. The vast majority of people support this viewpoint. Some may make a conclusion personally but virtually nobody is saying that this personal conclusion should be the basis for punishment and are instead simply arguing for investigations.

Save of course for the radical minority of people but they're the exception not the rule.
