Double rainbows over Buckingham Palace. I don’t think it’s attributed to what they are saying. Perhaps more of a sign to us from God?

It's exactly how I interpret it, personally anyway. God reminding us of his promise. I take it as a message to hang in there. He showed me a double rainbow identical to this on July 16th this year (7/16 = two 7's, (7) being the biblical number of completion. I'm hanging in there, faithful that his completion is in route.
It most certainly is in route, brother. "No man knows the day or the hour" but boy do I hope it's soon!
