My take is that Q was there to wake us all up and that is all. The consequence is that this is not popcorn time. There is no super-hero about to come along and fix everything in the last moments of the movie.

The Plan, such as it is, is to get We The People motivated and informed so that we will all act appropriately. A good step from here would be to get involved with the upcoming elections to make sure that everything is not just controlled by the bad guys.
