People aren't going to give up cars and California is showing people how much less practical EVs are if there is any kind of disruption.

Figured PA would do it if CA tried
There will be lawsuits that say these state accords are not legal under state law. PA uses the CA emissions standards in PA to inform PA state law. CA laws banning cars cant overwrite PA Commonwealth law.
