That was bullshit to get to. The author of the substack should have posted a direct link. This is what I found, I believe its what you are looking for.

Thank you, that's precisely it. Good effort! On p. 23 is the Table 5.7 he was talking about. But here's a problem with the report, it does not quite reflect what the video narrator was talking about. In the context of Table 5.7, here is the salient text:
"The greater age band detail in Table 5.7 provides further insight on excess mortality by age. The youngest age bands saw significant improvement in the last two quarters, but the working age population continues to see the highest A/E ratios. The overall A/E ratios are similar (but slightly higher) by amount versus count for age bands below 65. For age bands over 65, A/E ratios tend to be higher by amount than count by approximately 10%."
And by searching on the word "vaccine" I find only three weak references that are not about excess deaths at all.
I think this entire video is overblown and taking the Actuarial Report out of context, and reporting things that the report itself does not support.
