Better expedient fallout shelter:
A good emergency last-minute fallout shelter should have at least 6 feet of earth cover, heavy reinforced concrete construction and have two means of access / exit.
Find a large concrete box culvert, preferably one that is at least 60 feet long, installed in ground and used for storm drainage. Look around your area and they aren't hard to find.
Best bet is to find one with a manhole cover, which there will be a manhole cover (saying "storm sewer") with ladder access every 150 feet or so. Bring a few crowbar and a sledge hammer with you. Open hatch, lower your supplies down, climb down ladder, pull hatch closed again. Plan to stay put for at least 3 days.
Chances of a nuclear attack occurring simultaneously with a major rain storm are zero. Concrete underground culvert are a good bet. Most that run under roadways are at least 6 feet below the road and many of them are 10 ft x 10 ft or, even if a small culvert, would be at least 6 ft x 8 ft. The concrete walls are 8" to 12" thick with 2 layers of heavy reinforcement bar.
If all you can find is a culvert under a road that has two open ends, you can always plan to plug up the ends with earth, rock, or anything you can place in front of or covering the opening.
I would never trust staying in a hole in the ground under a car. No way.
Bring plenty of light sources including glow sticks or chemical flares for lighting. Bring a few weapons (crowbar come in handy too... not just for opening manholes). Remember that YOU aren't the only one that will have the idea. Your group may end up sharing the same 100 ft or so of culvert with at least one or two other groups. At first, everyone will be too focused on the fallout to consider anything else. However, by days 2 and 3, attention will be on survival supplies and what YOU may have that they don't, including food or water.
