Just by reading this Anon's explanation, and how subjective Patent granting process is, I would say the process is perfectly geared towards corruption. No one can ever be pinned down for their decision since its all subjective. "Oh, I missed seeing that invention because there were so many things to read".

This whole process needs to be destroyed and rebuilt from scratch
