Did they bring humans on the same level legally that they can do it now with the new "vaccines"? Was there a special law regarding equating humans to animals. (there was something ...)

I don't remember the exact names, but there were some vets in important positions of the WHO, FDA, CDC, EMA, RKI ... -

Can someone help out? I only know exactly now RKI / Lothar Wieler. But there were more and I was really wondering about that.
