Both booze and stress emotions affect the brain in the same way. Both first impair then shut down the part of the brain needed in order to be logical and critically analyze new Intel/info before making a judgment.
Whether booze or emo impaired, typically the impaired person believes they are "thinking" more clearly than usual which is never true.
Feels =/= Reals.
Fortunately, with experience, people who have consumed alcohol can learn to ignore that feeling of heightened clarity and to instead rely on the feedback from other "sober" people or to not need any feedback at all to know that they ARE impaired because they do have alcohol in their system.
Similarly, with experience, people learn to notice when their words indicate that they are under the influence of emotional booze. With training they can learn what to do when this happens.
