It is a combination of a rotten hierarchy from the top, 'I was just following orders!' and also spiritually void/atheistic. All three will need fixing.

It makes sense why the 'medicine man' in Native American and other cultures was equally respected for his spiritual knowledge. Health cannot be separated from spirituality.
