It isn't that simple (as if it ever is)... You should look into the Universal Postal Union out of Bern Switzerland, and see their involvement in the taking of Hawaii - learn something real.

By the way, I want to see the kingdom restored, and from the people I've known with connections, it looks like there's a very good chance of it happening.
