It appears to be a missile of some sorts. Th video quality is suspect. However the blast is consistent with a missile and inconsistent with a plane.

Could have been from anywhere, even a sub, considering DC is so close to the coast
I'm just trying to rationalize here. D.C. is at least 20 miles inland. Closest body of water is the Potomac. Could a sub navigate through? Is it deep enough? 20 miles of witnesses is a heck of a lot. There's tunnels everywhere in D.C.
