Horse = Political Activist. (They run and pull bandwagons, like political campaigns).

Race Horse = Politician "running" for office.

Shit = Evidence, like scat in the woods that can indicate what animal has been near.

That's a very good interpretation and since it's horse shit it's probably dirty or shameful political evidence.
