Honestly... if there was going to be an Earth shattering event taking place... I doubt it would begin in Oskaloosa, Kansas. There are only about 1,000 people in the entire town. That's a pretty sleepy area full of nothing happening.
The only things they get that are exciting there are a HUGE deer population, a LOT of ticks, and tornadoes. Otherwise, it's close to Lawrence, Kansas (K.U.).
It may be stretching things a bit to think that an emergency preparedness drill in an obscure town in Nowhere, Kansas has anything to do with world events.

I agree when I lived in Kansas we used to go to the Oskaloosa neighborhood yard sales! Small town!
