If only it was that easy. What makes them degenerate - we have the very same potential within us. We can all become degenerates since we are unaware of the inner workings of karma. For the same reason you can't just kill all corrupt people and be done with it. Corruption will surface in someone else until we are all ethically/morally pure and without sin.
