Wow, yes. I don't know much more about extinguishing fires beyond my fire extinguisher is rated for electrical and oil fires, but for firemen, that should be expected.
Unless the aim was to maintain the temperature lower so the fire didn't spread more.
I believe electric car fire protocol is literally that, "we can't stop it so contain as much as possible"
