Tilted means to be offset, most of the time either being manipulated by physical intervention or affected by gravity or mass to allow movement or change in direction, like when you tilt a bucket over and the water in it comes out, or a plane tilts to adjust its flight path. So if the moon (outsider within the orbit) "smashed" (as in creating a large impact) into Saturn (what keeps the moons in orbit, which is many things we know at this point (backed by blackmail)) and it made it tilt, a heavy blow was done, and now they may be vulnerable.
