I know it's about sending the army, but i thought Russia already did

Not really a "draft". He is calling up 300,000 reservists from a pool of nearly 25 million people that qualify for calling up.

Putin has been preparing the country for this since at least 2014, in so many different ways. He knows what is at stake and more importantly he knows what he is doing. He loves Russia like Trump loves America.
