I have never heard "top of mind" used ever, in any conversation before.

"It's on the top of my mind" I have heard used,

but KJP drops the contraction, the adverb, the definite article and the adjective.

It's almost as if she made it up without formerly having ever used it herself either.

Or, someone told her to say that...whichever, she had no familiarity with that expression.
