If so then telecoms executives should be saying...
"we using the massive amounts of money we overcharged our customers over the years to install better battery systems as well as back up electricity generators so our loyal customers will not get interruptions in the service they pay for"
Its coming at some point. What would we do if all communications were interrupted? Since there are some bad people in control of it. I think about it a lot lately.
My teens and I got a ham license but honestly I dont know much about it, tho we passed only missed a couple, we crammed so. I need to understand it better and start getting equipment.
Maybe even more fun, or crazy, idk which, I also got a copy of Signal Pigeon Company Handbook by the US War Dept! A reprint of a field manual to train the carrier pigeons, og printed in 1944.

Maybe ad hoc mesh internet system bypassing the ISPs
I think that we could probably throw ethernet cables and wifi connections to our neighbours and put together some sort of internet if there were good hardware, firmware and guides on how to do it. People could run their own low power relay devices on batteries in between power cuts.
I with this was the norm already, I don't like relying on ISPs.
