It means to put into practice or implement. Wrong wording today for the woke, but years ago it would have been the norm. Too many bed wetters today worrying about ‘bad, offensive words’ living by their feelings instead of common sense. Now if you listen to John Kasich regarding John McCain, then he uses it in the right context.
