There might be great foster parents and lousy foster parents. I don't see any way of monitoring which is which. And, my guess is that great foster parents are hard to find for ALL the children. If we started up orphanages again, the situation with children would be much better supervised, maybe by an elected citizen committee.
It just depicts life in an orphanage with a drunken caretaker (Carol Burnette). I have 3 nieces adopted from an orphanage in Ukraine. They would hoard onions under their bed and eat them like apples, and work all day for a potato and eat it raw. What we should be doing is everything we can to help families stay together.
