Back in the early 2000's, in New Jersey, I had a conversation with one of my wife's co-workers. He was a lawyer who had worked with the Division of Youth and Family Services for many years. He said that the people in the Dept. were not to be trusted with children's well-being, to quote, "... what better place is there for a pedophile to work ..."
