All branches are facing the same. 20 year anniversary of 9/11 (large number of people retiring, more so than any other year bc of enlistment numbers) coupled with people giving the middle finger to vaccine mandates. Plus the incentives are no longer as appealing. Vacation days, pay, opportunities for teleworking, tuition assistance, no strictness on shaving/haircuts/tattoos, are all incentives that can be found easier in the private sector now. It's a cluster fuck all around. Lack of foresight, lack of balls to stand up for members against mandates, or most likely intentionally done to shave numbers. The latter (to me at least) seems unlikely though bc they're pushing crazy bonus amounts and guaranteed orders for schools right out of boot camp. So they're actively working to meet quotas, they're just failing to do so.
