I worked for a national charity for years as head of the important department.
90% of charity recipients were homeless.
It cost $580,000 over 10 years to set up a single person to not have to be homeless. That doesn't include grants, vehicles, housing vouchers, job searching, food, gas, counseling, other medical, court fees, etc.
The success rate was under <10% in the first year when I took over, I left behind far better numbers.
There is no way to end homelessness, but it is possible to mitigate it.
With $20b I could help less than 3,500 people.
Of that, only half would succeed.
I was very good at my work. I doubt the government could beat my numbers. All our money was private / corporate donor.
This is essentially a UBI soft request.
The thing is, without a fiduciary requirement for assistance (my biggest hang up with those above me) many people will blow it on drugs and bad decisions, ending up homeless again.
On a private level, this is fine.
Ordering a fiduciary through the government I'm no fan of.

1 year: >95% success 2 years: >90% success 5 years: ~70% success 10 years: 50% success
