It depends on the amount of grain used, the density and shape of the round and what it impacts. Some will take wild paths after impact as well. It’s surprising where a round can be found in relation to where it impacted.
That being said, none are being completely stopped by a human neck.
I have hunted deer since childhood, live on a mountain in bear country, owned multiple .30-06 rifles and killed deer with the caliber.
My friends and family are hunters. My father-in-law loads .30-06 rounds.
I shot a deer in the chest with a .30-06. The round traveled the full length of his body and blew its guts and intestines all over the grass.
That caliber is our “big” gun.
I have yet to personally talk to another hunter that thinks it’s possible someone’s neck “caught” an aught-six round from 150 yard range.

A 30-06 Springfield is a larger, more powerful cartridge with significantly higher muzzle energy. It’s the preferred choice for large game like moose and bear.
There is no record of a human neck ever stopping one because it doesn’t happen.
Borders don’t get redrawn because people in the area want them to be. If towns vote to join Mexico on the southern US border the land doesn’t just suddenly go to Mexico. The US wouldn’t just give land away, and neither would Russia. If someone wants to be part of another country they can move there.

My guess is those ads were targeted more in areas with liberal black populations because it let them know they were losing their majority. I saw ads almost every commercial break here in western Virginia, but never saw that one once. I’d say look at the voting numbers in those areas, compare them to the presidential election numbers, then against the state as a whole and see if the ads were a net positive for conservatives.
They don’t seem deceptive to me. I think showing the democrats being hypocritical of gerrymandering was understood by most.
I don’t see any problem with it at all. It showed democrats speaking their own words about not liking gerrymandering and truthfully pointed out it would end the only two majority black districts.
There will be no majority black districts if this new map is enacted.
If you’re a black person and want your representative to consistently be black it would now be less likely to happen.
There are people that just don’t follow politics or watch tv. There are a lot of people that work sun up to sundown, have dinner and go to sleep. There are also people that decided they are going to vote no, went in and saw “restore fairness” and thought “oh I didn’t know it was about making things fair” and voted Yes.
Like it or not these kinds of people are real.

And they voted for President Trump at a higher rate than any other state in the nation!

I’ve shot more living flesh with a .30-06 than most people that have been in combat, but if it makes you feel better I can re-ask combat vets that have already called it impossible.
