Wasn't this same river about to overflow the three gorges dam not that long ago?

Yes, actually. According to the NYT, the Three Gorges Dam had reached its highest water levels since it began holding water in 2003.

Now that you mention it, going from extremely flooded to parts of the Yangtze drying up due to a lack of rainfall in just over a year seems extremely odd.
