They are NPCs. Not joking when I say this. For all thinking related purposes they may as well not be there at all. Maybe it has something to do with IQ, or there could be something about the limited amount of souls theory. I do not exactly the reason. The one thing we can be certain of is the fact that they unable to form their own thoughts. This is why the media is such a powerful tool.
