In all probability there to pick up a cash bundle donation for the unions from the Ukrainian gov earmarked as support, charitable or consultation fees. Democratic corruption methods are numerous like the legions of hell.

Are they flying on a state aircraft under diplomatic cover? Then funds are not tracked
