It's almost like a hail cannon. Not quite as loud and a hail cannon is fired straight up into the clouds. Not to mention there would be no reason to use a hail cannon in DC. Peach growers use them around here in their orchards.

No idea. The orchard owners seem to either think they work or at the least think they are worth a shot. Better safe than sorry I guess. The cannons are used in vineyards a lot also.
