It would've been great if they had been a little more blatant. I wish they would've said "until after US midterm elections" instead of "for a month". We know it means the same thing, but it would've unveiled the full political nature of the suggestion. As is, the Xiden admin can say they were trying to delay any negative effects for as long as possible
Tgey may well have decided to go ahead with the production cuts right before the elections for a couple reasons. One, Middle Easterners respect strong leaders, even if they don't agree with said leaders. Biden is weak and contemptible. Two, with the Democrats in power, their zone of the world is descending into chaos. They may well want the Republicans to win the midterms just to check an unpredictable Democrat administration. They can't understand leaders who seem to hate the nation which they lead. Or it could just be an economic decision. Now's a good time to strengthen their position on the oil market.
It might seem counter intuitive, though it may not be strength as much as predictability. Thry knew how to deal with Trump because the knew he would advocate for the country he lead. They don't really know what the Democrats are going to do. They can predict which moves would advance US interests, and then prepare to support or oppose those actions, but the the Dems do something that is totally detrimental to their own country. It's hard for foreign leaders to process that.
