Sure, but he/she's trying to make a higher spiritual case for Racine based on a variety of different factors. The amount of water in the Great Lakes region is enough to support billions upon billions of people. Far more than could ever go around. Additionally, fresh water is dispersed all across the earth in copious amounts. There's an even more endless supply of fresh water on thousands of islands around the world - Kauai, Bali, come to mind. I just don't buy this argument as boosting the case for "why Racine?".
