We are meant to forgive our personal enemies and pray for them, but the government is supposed to protect the innocent and punish the guilty (including carrying out executions). But even wicked rulers are put in place by God, usually as a punishment to a nation that mocks God and denies truth. Oppressive tyrants and a lack of justice will drive some people to the true God.
