Covid seemed to be the perfect excuse for would-be tyrants to put on some training wheels and go for a ride to see just how much they could get away with. No medical reason, just the wielding of power to mess with people.

Its handy in retrospect to know the specific people to bring the hammer down upon, and in general the personality types that should never be near any reins of authority.
