I don't think this means anything. I've never viewed Elon Musk as a 'white hat'.

That doesn't mean he is our enemy.

Also, I don't know when this was made, there is no date or context.

To Ukraine. Also he also makes a jab at conspiracy theorists, for more context.

He literally is saying in that thread, that despite what Ukraine says and the fact that Starlink is losing money and the government is not paying for it, he’s still going to provide Starlink services for free. Then he trolls the conspiracy theorists in the following tweet.
