And for some reason, it seems like the military is the testing ground. I recall in the 1970s, it was a persistent rumor that the military adding saltpeter to the chow of young service members to keep libidos in check.
Even if it was not true, the persistent rumors of it sure seem to have spawned ideas to actually use military personnel for experiments.
