I understand that it is the Legislative branch alone that has been delegated the authority to prescribe the manner of elections. When the Legislature fails in their duties, it's the people's responsibility to hold them accountable, though I don't know the proper procedure/paperwork to achieve this, sorry. Neither do; its the people who have their hands up the backends of both states & feds.
