Basically it's fruitless virtue-signaling. "Look, I'm doing something." It is nothing. Look at NASA's latest wet dream about a production contract for 20+ Space Launch Systems, and they haven't even launched a test shot. Even the R&D world has its mendicants with empty bowls who are a voting bloc.
