how odd. why would he cover his license plate? they have a picture of his face.

People use tinted license plate covers to "protect" their license plates. If viewed directly from behind you can read the plate number, but off-angle viewing depends on the intensity of the tint. People can get fined for obstructing their plate but I guess it depends on the cop.
