The theory about Trump still being President is still a fringe theory even in the Q movement. The actual theory is that we're in devolution aka the military has assumed control. This doesn't mean that Biden hasn't assumed the role of POTUS, just that he has limited power, especially militarily. Trump is not literally in the Oval Office making executive decisions over the country. You're taking the theory too literal.
