While I don't think this should have been declared as 'law', this 'law' is a simple proclamation of a 'special day' for this particular rabbi.
It DOES NOT add the Noahide laws themselves to the US laws.
This is one of those ceremonial proclamations, like 'National Carpool Day' or 'Arbor Day' or 'Grandparents Day', etc. This 'law' has no requirements, no penalties, etc.
