Need to know basis, fren. I worked in Chantilly for a bit and had no idea of this program and I had a lot of letters after my clearance.
That aside, it's a very interesting story. It appears to be the predecessor to Skylab which my family was involved in - yes, I have NASA astronauts in my family. I suspect Skylab was used for similar purposes as well.

Not to say I have everything figured out, but I really don't see the need for a manned surveillance satellite. It massively increases complexity of the satellite (life support systems, frequent changing of personnel) and there's no controls or equipment that I could think of that wouldn't be just as capable managed remotely. Weird.

well this project was done in the 60's, they did obviously just adapt to remote satellites, but at the time that technology to just do everything remote, wasn't invented
This is the same guy that in his acceptance speech of a top level spook/ spec ops position, spoke of our enemy, of an ancient origin. I did a little research on him. Definitely worth keeping tabs on his feed.
