I thought the point of that was so the nation's capital wouldn't favor any one state over another. It was to create a government neutral toward all participants - seems ideal to me.

The only thing that might be better would be a revolving capital that transitions to a new state every year - don't let the snakes get comfortable. It would prevent them from being able to build really anything in secret.
