I say that do not vacation in Europe. If you do business there, then when in Rome, do like the Romans. But just go to the front desk and demand heat in the room or else you will give the hotel a bad recommendation on their website. I think corporations still dislike bad reviews.

I'm sure they monitor your room temperatures and if they see you using a space heater they will bring the police in to arrest you
