My apartment building in VA doesn't switch to boilers until the end of September. So if there's a cold snap in Sept you better have plenty of blankets. And they've done this for decades. It's actually pretty common around here in the older apartment buildings that don't have individual apartment hvac units.
Yeah, my dorms and apartments in Baltimore were the same way (20 years ago). All older buildings. And no A/C either unless you could afford to rent a window buster. Fun times.
