Doesn't matter about impending war - it's the end of the fiscal year. If the fuel's not burned/money spent, they lose the funds next year. Any wonder our national budget goes nowhere but up?! Crazy system.

Departments that finish UNDER budget should be the ones getting a budget boost.

Because they've proven they can do more with less.
