A deprivation of free water from the sky is exactly that. A subversion of our rights.
That said, I do believe that this is allowed in many spaces but there are other, far more dumb things that this would apply to
It's all in the person. A person bent on harming others lives it and it's a warning for others. A Man who doesn't ask another man for permission to live his life lives it and he knows himself.
