The article goes into great detail about how the government officials go to the womens' homes to get the packaging from their phones in order to obtain the information they need to track them.
So maybe....destroy the packaging and papers and such you get with the phone before you try to flee the country?
Seems like a pretty simple step.
With this logic, you should be able to remove the label with your MAC address on it, and no one will be able to find you.
It makes me wonder why the author spent so much article space discussing it.
I have no idea of the accuracy of what they claim, I am not a techie type person.
